It's a nice way of saying that it's beyond their skills. I'd say it's beyond their motivation to actually worry about good faith execution of their sworn duties. Not in every case, but certainly all of the planners and team leaders at every level should be fired and then investigated to see if they need to be criminally charged. None of these people should be allowed to protect any official on behalf of the USA, ever again. And we have too many people on the payroll in the Federal Executive Branch. Why keep losers and marginal "security" agents of any kind?

The shooter had a plan to fire the rifle and detonate the car bomb to give his escape. An attempt to destroy evidence and distract where the shots came but that was scraped when they saw him. Everything the shooter was told about resources there he began to wonder.

The SS needed the local police departments to assist with the serious responsibilities of providing security for the PRESIDENT during public event. Important to note that there was sometimes the entire department was required and to note this takes away from the safety of the cities man power also this fall under ,Overtime pay note 2 days of overtime for the entire department could easily be equal to the payroll for entire month destroy the budgets and during hard times of covid19.
