I think people at the mint make eras and then keep the bills and sell them later somehow because you never see the super rare finds but somehow they exist
They give them to Congressmen and women as presents. The Treasury also gives them out to people as recognition. So that’s who has the majority of the rare ones…already rich people

During the printing process, the sheets are scanned. If an error is found, the whole batch is destroyed and replaced with a Star Note. They do not interrupt the printing process, they keep the Printing Machines running. That is why the amount of Star Notes are almost always in the millions, and not just 1,000, 10,000, or even 100,000 notes. The BEP has to keep a record of all Star Notes produced, and that information is made public, so you can find that information out... If the Replacement Star Notes are scanned & found to have an error, they are replaced, just as if they were part of the first run of Star Notes. As of today, I can't remember ever reading, or hearing about that even happening... I have a package of 100 $1.00 & $2.00 Star Notes. Both are from the 2013 Series. These Notes came directly from the BEP, and still have their Banding on them, so they never made it past a Federal Reserve bank, to one of the Local Banks... Since I collect American Silver Eagle coins, I have a subscription for them at the US Mint, so I automatically get them on the first day of issue every year. Because of an internal screw-up at the San Fransisco Mint, I had to call the 1-800 number and talk to a live person because my coins were never processed. During our conversation, we got on the subject of error coins. I asked the woman I was speaking with if an employee ever caused any errors, and she said yes, she remembered that there were two employees that were creating error coins. They didn't get fired but they never got to keep any of the error coins they played a part in making...
