I believe there are two reasons: Arthas didn't care about his old mentor anymore and saw him simply as an another obstacle and he probably wasn't able to do that because Uther was protected by the Light. In Legion Death Knights tried to resurrect Tirion Fordring but they were unsuccessful because of the Light.
Maybe the same reason why he couldn't simply raise Kel Thuzad. Uther was too powerful. Even more so, in that the former was true darkness, whereas the latter is Strong in the Light. So it's even more impossible for Arthas at the time.

I like how they acknowledged Arthas having seen Meat Wagons before during the Human Campaign, so they removed his "what the hell is that?" line

I wonder if Kel'Thuzad is underrated character in WC3.
The lighting still looks off. Makes everything flat and cardboard-like. Seems there are no shadows at all.
