Can we set some rules lets say if speed drops under XY Mbit on WAN1, then WAN2 is used? Or Mikrotik handles that automatically?

this load balancing is for two wan. if you want load balancing on two ISP then you need bgp on your wan ip by your both isp

this load balancing is for two wan. if you want load balancing on two ISP then you need bgp on your wan ip by your both isp

for load balancing you also need IP BGP by both ISP. when your both ISP do BGP you may be able to access load balancing.
