for load balancing you also need IP BGP by both ISP. when your both ISP do BGP you may be able to access load balancing.

This is not the correct method. You need to test from either side of the link using router's with a decent CPU IE Rb4011, 1000AH, 3011, CCR. Or use 2 computers running Iperf3. Otherwise you will not get accurate tcp readings as you will overwhelm the CPU's in the radios.
