Clue three: He took victim's clothes or anything as souvenir. After any incident took place, sniffer dogs can help to detect the criminal.
The news clearly said that the killer flexed about his activities to the locals and he also confessed his sins without any struggles. If the police had started taking action a bit sooner they could have caught him by just asking locals, cause he stayed within 25 km radius and didn't tried to escape or hide. May be not 9, but atleast 5-6 women would have survived.

Might be difficult for us, but not to the police. They are trained for their duties. Police couldn't trace the murderer until he himself revealed. Of course it is a serial killing but alertness could have saved at least a few of their lives

The police don't have cameras all over the country or state to keep monitoring. Also its easy for you to say in a lot of country's there are so many active serial killers still not caught so our police it a better job than many. Also you cant train police to catch particular criminals. Its impossible because these criminals are individuals who do things in a way and some might leave some clues some might not. Its an unfortunate fact.

There will be difficult cases and in this case the accused doesn't seem to be much educated and he also observed that nothing was done after 1st, 2nd, 3rd murder etc., and he was boasting about himself and the inefficiency of the police. I feel there is negligence from the system as well.
