Get a lawyer to draft up a C&D for your sister, issuing further actions that can be taken.
By rights, what she did merrits an order of protection and suing her, so only getting a legal reminder might be the wake-up call that she needs.
I thought about it and came back with a possibility: Sis might have found out she has fertility issues and is dealing with it poorly.
Sister seems to be projecting her own flaws and faults onto OP and her husband. It's odd that it started so suddenly as OP and the sister have been very close previously, but mental illness and a drinking problem can probably happen pretty fast. I also get the impression that she is jealous of OP being a mom, so I have to wonder if the sister is unable to have children of her own and is mentally spiraling, and drinking to cope.

Does the sister have kids? Sounds like she can't have children thus the drinking problem and anger issues, probably called cps out of jealousy and also with a bit of hope that if the children would be taken away they'd end up in her custody and she can play happy family
I don’t want to even imply any defense of your sister, but I believe that the alcoholism and mental health issues may have led to some genuine delusions. It isn’t necessarily that someone sees something that isn’t there. They get fixated/paranoid about something until they actually believe it is a fact (I’ve witnessed it and it’s very f’d up.) I think your sister could be very ill. (Not that that excuses what she did.)
