u might be able to do it with a dremel tool with a stone grinding bit. or a drill with a similar grinding type bit. in the end it'd prolly be more cost effective to buy one of these bigger grinding wheel tools.

And you torqued it to ????? inch pounds/ft lb's. Craftsman actually has a torque range for that mower blade.

Never use a torque wrench to loosen only to tighten your 5/8ths blade bolt
