At least the two agencies can still work together even though politics between two countries are at odds, and a war going on. I guess Kazakhstan is a neutral enough country now to land in
Kazakhstan has always been part of the Russian space program (landings and takeoffs and other thigns). This goes back to the times of the USSR and has not changed today despite being an independent nation.
