Florida officials seeing rise in derelict boats

In Florida, if the owner does not remove a derelict boat, taxpayers pay for the removal.

My understanding about when the owner needs to remove his boat is when the boat sinks partly and not all the way sunk where you can not longer see the boat. It appears when they sink in deep water you no longer have to remove the boat, because the Coast Guard sinks boat almost daily.
