Daigo did the same thing in usf 4. He started average, and just slowly over years got better and better until he basically surpassed everyone else. He eventually had a mastery of matchups that no one else had. People studied what he did on how to play matchups. honestly, daigo has a natural gift for street fighter/fighting games too. Not everyone can get this good with any amount of practice.
What we consider average today was godlike play in back in 2008. He was pretty much wiping the floor with everybody despite him lacking the knowledge we know he has now.
In terms of experience and muscle memory, i don't think anyone is better than daigo in FGC. He makes it seem like his body will react to any attack without even thinking about it.

It most likely is a plan for certain match-ups where throwing booms become unsafe. An example would be Cammy with CA available. It is much more likely that the Cammy player will want to wait for Guile to throw boom in the safe distance and punish with CA. Daigo is just taking that mindset and turning it into an advantage. Vintage Daigo thinking, I know you want this in this situation so I am going to make think you can bait boom with whiffed normals. He even fakes out throwing them by whiffing some safe normals.

You input dash, while the animation is still playing you hold back. Because the animation is still playing, you chara won't move backwards.
