There is an exodus of finance from the Third World at present, far exceeding in scale what had occurred in 2008 after the financial crisis. Even more important than the actual outflow is the desire on the part of finance to pull out of the Third World, including even the so-called “emerging markets”, and move to US dollars or dollar-denominated assets. This is resulting in a depreciation of a host of Third World currencies vis-à-vis the dollar, of which the Indian rupee is an obvious example.
This paradox points to a deeper reality about the world economy: whenever finance is jittery, its “homing instinct” takes it away from the Third World, to the US in particular. There is in short a fundamental asymmetry in the world economy from the point of view of finance, which incidentally is why, for the Third World to open itself to the vortex of global financial flows, is so utterly unwise.

Few corrections. Voting rights in IMF are decided based on special drawing rights which is based on relative contribution of these countries contribution to the IMF fund. So naturally SDR quotas are allotted based on the relative strength (gdp) of the countries. Countries are free to draw their allotted sdrs without any decision making at IMF governing body. IMF also maintains different lending window which is outside the sdr to meet any balance of payments crisis, disasters and calamities by any member countries. Usually the member countries which contribute for this fund will get to influence the decision to lend. It is this lending which is subject to compliance of sanction terms by the borrowing countries, meaning for a specific purpose. We should be very objective in giving our opinions..

If India voted for the additional liquidity boost, as you pointed out only 3% goes to poorer nations while rest of the amount goes to powerful countries based on their GDP.
