Now as per your question you need a printer for printing about just 10-15 pages per month which is very low for any printer and that to black and white. I will suggest you to buy HP deskjet 4535. It is a good looking printer which is great for home use and is having wifi and copy-scan function. The only problem is that it is not ink efficient and give about 20-35 colour prints and 120-150 black and white. But as you have told me that you will use it very randomly, I suggest you to print at least 1 black and 1 coloured print in 5 to 7 day so that the ink should not get jammed and you can have a gr8 printing experience. So according to me Hp deskjet 4535 is a very good choice for you and you can buy it from both online and offline. The cost of printer is around 6500-7000. And the cartridges are around 450-550 for both b/w and coloured. You also get cartridges inside printer box with a usb to printer wire. Hope so this satisfies all your needs. Plz ask if any come to your mind related to any tech.
The biggest problem that I have heard with the inkjet printers is that they dry up quickly if you don't use them, you have to refill them regularly, If one goes bad others start creating problems and much more. Is that true? Another thing I have checked is that if I buy a Laser printer that would kinda meet all my requirements except color printing

Bro this one is a lil more expensive than your buget but this will give you a big benefit of such a low ink consumption that you will forget about the extra money spent.
