As a child the general impression I got was that the BBC channels were available on cable in the Netherlands & Belgium but ITV & C4 weren't, though I dare say they might have been relayed in some areas as seen here.
The GSTQ takes place in Canada during one of the Queen's several visits to Canada in the early 80s. Close look at 0:52 shows the Canadian flag. For some reason, there's a procession taking place (1:23) at a Canadian football stadium (similar to American football). I'll have to explain that in detail in another comment but this will do. Revolutionary War re-enactors at 1:02, eh?
