He clearly has full freedom of speech. And as you rightly pointed out, learn as much as he can , from delhi government. They are creating a new era in indian schools, health sector.

@@dipesh2359 a state which gives 25% of total wheat produced in India and 30% rice shows how hard work people are here. The only state where farmers are self sufficient and progressive. They just have to stop brain drain by providing employment which I think they will do it that's not a big issue. Punjab has topped in national achievment survey in term of schools even way ahead of delhi. So just wait and watch why are u cmmnting in such a negative way I hope u r in good state of mind.
