Speed Run Version: Make a gradient background color you want. select the background got o filter pixelate and cells. Set it to a high number if this is the look you are going for. easy to change if needed

This happened to me as well. Pretty much the entire Filter menu was greyed out. I 'Command + D' to Deselect the polygon I had. Made sure the Layer was clicked on, made another polygon, and then it worked.

I figured it out. You really need to add a layer with a brush on it. Then merge layers. Then it should work.
It's not a tutorial if there's music and no voice over...
Not true, the person put directions in the video. Tutorial by definition does not entail that voice over is required. Plus this video is free and anyone can follow along.
