It's their new AI technology where the lips react to audio, I believe this feature is available in Hangouts for Genshin, wish they did it for the main cutscenes too.

Xueyi are from the Xianzhou Loufu, one of the seven ship of the Xianzhou Alliance, the only known followers of Lan the Hunt. Every main ship is the size of a planet, so having the tech to create a robotic vessel for dying soul seem very achievable, especially when you consider their main enemy is Yaoshi the Abundance, who had followers that are basically immortal.

you say that but sometimes depending on the questc the lips don't even moves
They used AI for the lip sync, you can see their mouth is not even moving when they not upclosed to the characters
