Rep node are just another workload on the Gala Node ecosystem. If you already have some type of Gala Node running, you can just go to the node dashboard website, click on Node Management, and turn on the Rep workload. I think a lot of people are "burnt out" on nodes. There is also a LOT of new node projects, both hardware and software out there. So, less people spread out amongst more projects. Also, for people used to running nodes on VPS, the idea of running a physical box at their home may not be appealing. Personally, I think the DeEEP devices are great and once they are running and people start earning, then the sales will ramp up quickly.
bandwidth, for one thing. It's not like you could run 700 in your house. As for putting them in a literal data center, the boxes really aren't designed for that. Data centers run very specific hardware. It's not like you can just put any random box in a data center. And even if they allowed you to do put these boxes in a data center, it would probably not be economical to do so.
