The hose is designed longer because when you blow down a heavily soiled lawn, your supposed to get that nozzle tip inches from the ground to really blast out the tampered and stomped material. When you have a blower strapped on your back for 10 hours a day on the spring and fall doing cleanups, you want a long hose so your not bending over all day. Let the machine do the work for you. Sometimes its faster to pull out a rake for tight spots instead of having an extra foot or so hanging off your back fighting to squeeze in
The idea of getting the leaves off the lawn where there is a lot of fescue or other grasses is to remove the leaves because they will unbalance your soils acid content. This is not ideal to promote a healthy lawn. You may add lime in the Spring. Yeah, the leaves are troublesome.
