On the contrary! There are multiple situations I've personally encountered before that could disprove your statement. 1. If the entire enemy team is friendly, then they will let you through so long as you are dancing or in a box. 2. Medics do this all the time. Heal teammates in a push, then while the fully healed heavies and soldiers hold off the defenders the medic makes a run for this. 3. Scouts who rush out of spawn at the start of the game can easily grab the intel and rush back without even engaging any enemies, let alone killing them. 4. If your team manages to get an engi to the enemy intel and then turtles there, someone can easily teleport in and rush out with the intel in hand. That alone negates the journey of getting there, reducing the likelihood of an engagement. 5. Using the same logic as #4, good spies can get in to the intel room, sap the sentries, and immediately rush out before the engi gets back. 6. Unlikely scenario but could easily work: Be a heavy with the Holiday Punch and a medic with the Kritzkrieg. Have the medic pop it whenever needed and give the opposition a nice laugh, stunning them, with the medic keeping you alive all the while. While I don't usually go to lengths like this to try and prove someone incorrect, please realize that TF2 isn't such a straightforward game as "Tryhards" vs "Friendlies." There can be some interesting meme combos in between.

4. If your team manages to get an engi to the enemy intel and then turtles there, someone can easily teleport in and rush out with the intel in hand. That alone negates the journey of getting there, reducing the likelihood of an engagement.
5. Using the same logic as #4, good spies can get in to the intel room, sap the sentries, and immediately rush out before the engi gets back.
6. Unlikely scenario but could easily work: Be a heavy with the Holiday Punch and a medic with the Kritzkrieg. Have the medic pop it whenever needed and give the opposition a nice laugh, stunning them, with the medic keeping you alive all the while.
While I don't usually go to lengths like this to try and prove someone incorrect, please realize that TF2 isn't such a straightforward game as "Tryhards" vs "Friendlies." There can be some interesting meme combos in between.

I can confirm this, a Medic pocketing me has, on multiple occasions, rushed for the intel while I spawncamped.

What if it representing the fact that spy realizes how war will solve nothing. When he saw the medic, lying on the floor because he knew he was gonna die, like what should happen, it showed spy that they don’t have to kill each other to solve their problems. He realizes that The two they have been fighting for over 10 years and nothing has been solved: the wars continue, the conflict still goes on, and nothing besides death has happened. When all of his friends died, spy knew he had two options: kill multiple people to get what his team wants, or he could try to get what his team wants without murder.
