And apparently he was, just that whenever someone joins, Sanji, Zoro and Luffy always surpasses them. The same thing happened when Robin joined, people had her at the same level as Luffy but with then the difference in power between her and the monster trio became bigger.

No matter what people say, I actually like Navy in Onepiece. Sure, some of them and the world government are corrupted. But in general, they are good guys who decide to protect the weak other than pursue the freedom. I hope we can see more Navy like T-bone.

They WANT the Navy to be good, and in some cases, it is, and because of that desperation and the fear that they have of the bad guys out there, they willingly look the other way with the bad stuff that the Navy does. The problem is some believe as long they are for justice and laws, they basically can do anything including hurting other people. Pirates however are lawless and believe in freedom of doing anything. First kick does nothing, he realizes he needs more power, goes for the hardest hitting kick in his arsenal for that situation, sees it's almost enough, and from here on he knows exactly how much power his kicks need.

So him fighting the one guy in CP9 that can be in Iron Body while moving around freely is constantly showing Sanji's kicks get stronger as he does more and more damage. By the end of it, he can kick hard enough to do real damage, and he knows it, then he takes it to the next level with Diable Jambe and the fight is basically over.
