Pretty sure it'd be 2 - yellow is making a right turn which is the shortest path and doesn't interfere with anyone else crossing the intersection, red can cross the intersection simultaneously as yellow makes their right turn, followed by green and finally blue who is last because they must yield.

This is so confusing, you said the last to pass the intersection will be green car while explaining but selected 2nd option where blue is the last car to pass the intersection which is probably the correct answer too.

Repeat this explanation a hundred thousands times and the average joe still wont know how it's supposed to be done. ... And there are millions of average joes on public streets and roads. So, the only recommendation would be to do the best you can and hope for the best. By the way, a good driver attitude will help immensely at all intersections !

thats an American road set up. In Britain the junction would probably have a Roundabout and that means traffic from the Right has right of way, so not difficult.

Your explanation does not match the answer. Your explanation says the blue car goes before the green. But the correct answer is the blue car is last.
