You mean to tell me that the guy backing his truck up to the garage didn't see that the door was closing??? If not, whoever it was - and if he's an employee, should A) pay for the damage and B) be immediately fired. Why fired?? Because breaking a garage door now, God knows what later. He's a clear danger to those around him.
If you look at the door at the point in time the driver begins to back up to the opening. The door is wide open. As he's backing in I'd surmise his view only includes his side mirrors & the approximate hight of the truck. He wouldn't see the door itself coming down until it reached this point which may have been too late.
I work in a warehouse for an oil company. You gotta pass through 2 garage doors when going from the front building to the back building where we keep our bulk oil. The one door on the backside of the front building my manager had just gotten fixed a week or 2 before he slammed the hell out of it with a stack of empty totes 😆. That said garage door has been hit and fixed so many times 🤣.

Many of the Drivers forgot to check the height when leaving or entering through the Rolladoors. If the damage wasn't serious, I used to take-over and drive the Fork Truck through the opposite way, then the Forklift Mast would straighten-out the damage to the Rolladoor. If you were lucky!
Near zero chance the operator could see, nor anticipate that. I suppose we could have a safety meeting discuss solutions. Possible solution is to require the person closing the door to post up until the action is complete. That will last a week... month tops. Maybe a beacon strobe light on both sides of the wall while a door is in operation...
