Based on these chunin exam versions , The winners would be :
1° Shisui , he is by far the strongest and most powerful among them, even at that age Shisui already possessed: Powerful fire jutsus, intangible clones, Genjutsus, Sharingan 3 Tomoe , Mangekyo Sharingan with Kotoamatsukame (the most powerful genjutsu of the uchiras according to Itachi Edo) and Sussano from the waist up (Sasuke during the attack on the meeting of the Kagues, Tell Gaara that those who awaken the Mangekyo Sharingan in both eyes awaken the Susanoo of guarantee) . Besides that, Shisui is extremely good at using swords (managing to face 2 of Danzo's anbus simultaneously) and extremely fast (managing to move so fast that he can corner two anbus)
2°Gaara He has automatic defense that protects him from everything, he has sand armor, he managed to cover a forest with a sand tsunami, he has a sand coffin and he defeated Kimimaro in his final stage.
3°Itachi He took the chunin exam alone, achieving the best score in both the written and physical parts of the forest of death. Itachi vs minato - itachi neg diff wins, since minato didn't had FTG nor rasengan at that age and itachi had fully developed sharingan at that age and he at that age was stronger than anbu and most of the jonins.
whoever going to say minato had top scores lemme clear you if you haven't read novels yet...minato only had highest scores in 1st stage of chunin which was written exam MINAto had no scores in physical exam of chunin..but itachi could've scored highest in written exams it was some situational mistake ...but itachi did physical exams of chunin alone EX forest of death which not even LEE was capable to defeat 3men squad itachi TOYED all them alone. ITAchi was lot stronger
