We use sample data and therefore, sample means, to compare population means. For population means to be compared directly, we would have to collect ALL observations, which is impractical. In statistics, we use sample data to make an inference on the underlying population parameter (such as the mean, variance, and proportion)

I'd say no. To compare groups 2 and 1, perform a t test.

How to get MSE?..
MSE is part of ANOVA result. Please watch the preceding video on ANOVA.
