      I'm not sure if it's canon or just a fan theory, but I've heard that the Jedi assumed Order 66 was only to be used in case a Jedi general fell to the Dark Side.

    Order 65 was likely added as a way to reduce suspicion of him being behind the clones if the orders where found out, especially with Order 66 being next

      I like Your idea, but i think this certain order was prepared for a situation when someone else would become the chancellor. Then, Palpatine could throw all of his sins on new chancellor, making him "the sith", jedi were searching for. I only wonder, who else could become the chancellor, maybe Bail Organa? That's also good thing to discuss-what if Palpatine would never be chosen to be chancellor?

      @@Zenn3k Do we know how far ahead these orders were made? Was he chancellor at the time? Because if it was before he was chancellor, and there was a chance that he could not be, this is all a perfect setup for him to be the number 2 in command, and then take power by using order 65. Or, if he didn't have a setup for that, use order 4 or 5 when he finds other means to incapacitate the chancellor.

      Only issue is that it requires a majority vote by the senate to execute that order. Although we don't know if Palpatine also has a special override that would let him execute it or not.

    Order 66 is one of the craziest moments in Star Wars story telling. It’s led to so many other good plot points and character arcs too.

    Given that the development of the clones (and by extension the inhibitor chips) started LONG before the Galactic Civil War/Clone Wars, I think the most likely reason Palpatine (or maybe even Darth Plagueis) had the executive orders to take out the chancellor was because at the time, it wasn't definite Palpatine could capture the chancellorship. Had his gambit with Naboo failed in the senate, then Valorum would have remained the chancellor. Palpatine would have then likely maneuvered his way to becoming a second-place power within the senate, just under Valorum. He would mostly continue the same as we saw in the main timeline, secretly running the war from both sides, but with slightly less power over the republic.
    When the time came, Palpatine would simply incapacitate Valorum and execute orders 4 and 66, with the claim that the Jedi were the ones who attacked Valorum in their attempt to take over the galaxy. It's also possible he would manipulate the Jedi into thinking Valorum was the Sith lord, causing them to actually attack him, and giving him even greater "proof" when executing the two orders.
    Another possibility would be Palpatine executing both orders 65 and 66 with the claim that the whole war was orchestrated by Valorum and the Jedi in an attempt to seize power.
    It's important to remember that Palpatine had contingencies upon contingencies. With 150 orders, it's likely he even had orders implanted to make the clone troopers kill themselves if they became a danger to him, or even himself if some rival darksider managed to possess his body or something.
    The man stayed 20 steps ahead in a two-step dance.

At the height of his reign, there was no other being - before or after - who had greater galactic influence, political control, and raw individual power than Emperor Palpatine. He was the epitome of the Sith. He is the Sith's "chosen one".
      Palpatine is to the Sith as Anakin Skywalker is to the Jedi.

      Right. Hiding behind the tragedy he ultimately created, with "drastic measures" to wipe out the jedi being his "last ditch" response to an emergency/chaotic situation, and him coming out looking innocent since he acted to "protect" the galaxy, while it was all planned the whole time....man(chuckle) when I hear "evil genius" I think palatine, with emphasis on GENIUS.

    I think you can see Order 37 being put into effect in Episode 3, after Order 66 is given and in the aftermath of the battle on Utapau, you can see the clones rounding up and arresting Utapauan soldiers and workers in the background.

    The jedi did know about the clone orders but being "unfit for duty" did not include being a sith as the republic had laws in place that did not allow for people to be prosecuted due to their religion alone.
    When palpatine said "its treason then" he wasnt just saying as a funny one liner like "I am the senate" (which at that point was very much true). The jedi could not legally detain him for being a sith lord.

      It's a propaganda argument by the Sith and the Empire, and a bogus one at that. The hidden Sith was not wanted due to his religion alone, he was wanted for being responsible for the invasion of Naboo and later the Clone Wars. Plus countless crimes which could directly be traced to Sidious. Plus treason (quite minor in comparison) because he is an elected official.
      The Jedi were not committing treason, they were capturing the supreme commander of the enemy forces, who happened to be a double agent in a major position.
      By comparison, there are plenty of dark side users in the galaxy, both in Legends and canon, but afaicr the Jedi don't go after them if they don't pose a danger to anybody.

      This argument looks over the fact that the Jedi had proof that the Sith Lords (there being only two) orchestrated the Clone Wars to justify an unconstitutional power grab. So even if not arresting him for being a Sith, they had plenty of conspiracy, treason, and sedition charges to throw at Chancellor Palpatine too.

      They were arresting him for being Darth Sidious, not for being a Sith. There’s a large difference as they knew Darth Sidious was behind the Invasion of Naboo and had orchestrated the entire war and controlled both sides. They were simply arresting a traitor.
      Also, I have a slightly hard time believing that the Republic did not have anti-Sith laws. The Republic had been in massive, devastating wars with the Sith and they probably didn’t view the Sith as ‘just a religion’ and more like a highly powerful aggressive force that posed a threat to the Republic. I’m not sure though.

    While there are still clones in use in the Empire, I desperately want to see Order 37 in Bad Batch. We know they eventually run into Gungi from the youngling arc in season 5 of Clone Wars, so what if the Empire knows there's a Jedi hiding on that planet, and they execute Order 37? I would absolutely love to see that, and we all know Dave Filoni would not hesitate to go that dark with his story.

    I feel Order 37 was issued on kashyyyk, due to the fact all wookies were Jedi Sympathetizers. Hence why they were all enslaved and killed, they helped Master Yoda escape as well as many other Jedi after order 66 in cannon and legends.

    Order 37 was carried at least once after order 66. The order was only documented being used once, in 18 BBY, where Obi-Wan Kenobi and Ferus Olin were attempting to escape Imperial patrols. This happened while Olin was in hiding on Bellassa in the city of Ussa. However, Kenobi believed that the clones would not honor their ultimatum and execute the prisoners anyways.

    I've always assumed that Order 66 was the only order out of all 150 that would trigger the chip. Sidious and Dooku could have had the Kaminoans design it that way.

    There is technically a sixth order that we know but it is only in Legends. It's the theoretical Order 151, used to apprehend or kill Darth Vader and it was implemented after the rise of the Empire.

    As for order 35 i could see palpatine using that if he needed to turn the republic against the jedi. Since the jedi commanded the clones it would be easy to show the atrocities while making the claim it was a jedi who ordered it. He didn’t have to do it since during the war jedi started being viewed as violent warmongers rather than protectors (most likely through media manipulation by palpatine)

    Some of the orders would have been a justification for the chip in the first place so the usable ones could be available at all. Remember not all the people involved and used for this had the intention to make the Republic into the Empire and some were even Jedi with good intentions. An interesting timeline would be if the jedi had discovered Papatines' treachery while he was held "captive" on the invasion fleet and revealed the list of orders to the senate and had them issued the appropriate order. Order 65 looks appropriate but who knows what else could be available.

    I see order 65 as being a reboot command. If palpatine was ever disposed he could have someone else order the command and then have the left over command structure order him back in charge

    The irony is that the reason the order 66 could be issued/successful was because the Jedi did EXACTLY as palpatine thought they would-exactly what he held them in contempt for-didn’t take power in the government. If the Jedi had a committee in the senate they would have had access to review the bills…

    I think the Galactic Civil War kind of already counts, they are basically the same government entity (Obviously not 100% but they have the same top dog (Palpatine)) But I do really want to see order 37 on screen, possibly as a flashback in Mando S3 or Andor S2, or even Bad Batch S2

    It's basically a mail-order army. so it would make sense to build in some safeguards in the form of special orders or directives. But i never really understood why they (both Kamino and the writers) went with a chip. they grew them from cell to trooper. they could easily do the same with education and indoctrination.

      @spicekai4486 Educating the Clones wasn't necessarily indoctrination. They just simply memorized all of the Contingency Orders of the GAR. Meanwhile, not many of the Jedi read through the list of Contingency Orders.

    My guess is order 65 was in case palpatine was replaced as chancellor as a means to get rid of his replacement, make the republic not trust the clones anymore & perhaps to be able to claim the clones saw him as the rightful chancellor who was wrongfully removed.

    Just to clarify something, the Legends sources that Stupendous is talking about was directly retconned by TCW in major ways so cannot at all be applied to the Filoniverse. The Legends sources make it clear that clones are fully aware of the Orders and it isn't hidden from anyone in the government (in theory, in reality many in the government didn't know about it, but the clone soldiers did.)

    Probably worth noting that the kamanoan’s (butchered that spelling) were xenophobic, meaning they hated or saw themselves above every other life form in the galaxy. This could also be a factor in why they did implant the chips as they might have found it funny when the clones started killing other people

    Order 65 was Palaptines resort in case he got demoted from position and could regain military power that way to reinsert himself. Each order would most likely serve Palpatine's interest or being a backdoor for him to create the Empire one way or the other. He is a egomaniac after all, so the Orders could very well be his backup plans or other ways to stay in or gain power with the help of a massive Clone army, that is loyal to the death to him.
    If we ever get hold of all 150 Orders, each order should be looked at from Palpatines perspective and how he would benefit from it and what must have gone wrong for him to use said order.

    Something you didn’t mention about Order 66 is the why in it. The clones didn’t just get an order to kill all the Jedi. It was made more manipulative. Order 66 said to kill the Jedi BECAUSE they were traitors. It gave a reason so, if any clone had a deeper attachment or something, they would be convinced to kill the Jedi. Couple this with the military punishment for treason being death and you have a stronger reason not to disobey.
    And after finishing this up, I remembered the end of The Clone Wars. Rex tried to reason with the clones to spare Ashoka, stating that she was no longer a Jedi. They all knew this. She should have been spared from Order 66, but they couldn’t let her go. She was specifically marked by Order 66. How many names were listed on that Order that weren’t necessarily Jedi?
    And not to say I know better or anything, but I did hear once that not all the clone orders were terrible. From what I heard, some are simple things like how to make your bed and how to address a superior. Obviously, some were darker. I have no source on this, though. I just remember I saw a video on the one time Order 37 was used and it touched on what the Orders were as a general idea.

    The Official Star Wars Magazine about 18 years ago dug into these orders. Only Order 66 was "programmed" into the Clones. The other Orders were memorized using flash learning and were readily available if looked into by someone with top secret clearance.

    It's likely that some of the unnamed orders are not as devastating, but rather procedural with the intent of keeping palpatine safe and in control. I can envision one that creates a red herring out of a powerful senator, or general, just to scapegoat them for palpatine's crimes.

    The obvious reason for those orders that target the chancellor would be in case someone Palpatine did not intend to know about the orders would think that the orders were balanced and intended for the good of all. Of course if only those Palaptine wanted to know about all of the orders knew about them then there would be no worry about the Jedi finding out about order 66.

    I’d like to see a story about an alternate Star Wars turbine where order 65 was executed just to see if Palpatine could come back from that that would really be cool if order 65 was executed after Anakin turn to the dark side so they’re both on the road form the law makes you wonder if Anakin and Obi-Wan would have ever had there dule and how It would affect his wife would she have lived and raised Luke and Leia

    I imagine that if order 65 happened, palpatine would probably have to give up on Anakin as Anakin was quite loyal to the name of the republic at least. Hed probably run into separatist space at which point the war would really pick up steam with it no longer being essentially a puppet conflict as palpatine would lose most of his influence in the republic and the GAR. I want to see that.

    In coded orders or phrases involving numbers, the number is usually not the exact amount. for example, there are 150 orders, they are likely not called the exact number.

    Im sure they did pretry much initiate order 37. And its this, and the general brutality of the Empire, that lead to the Rebellion. So as a matter of fact, they did use it and get retaliated against. Im sure mostly Vader, to force Jedi out that he wanted to end the life of in his great hunt.

    Were the orders actually issued by Palpatine, or were they made by the Kaminoans as a sort of failsafe against their clients using their product against them. I doubt the Emperor would allow such orders to be made if they had a chance of sabotaging his rule. Unless he too didn't read the fine print. My opinion is that the Kaminoans were so paranoid and introverted as a species that they made such orders to protect themselves. Of course I could be wrong.

    I imagine if Order 37 is the "threat" then Order 38 is probably the "execution" of it. Perhaps even just for a singular world as to show that it isn't an empty threat, and then Order 39 would be for all the republic controlled worlds with a clone presence on it. I'm not entirely sure what number the Order would be, but I'm positive Darth Sidious would have one for if the clone army gets turned against him in a way outside of his control and it's for the clones to immediately commit suicide without fail as a last ditch effort.

    I think all the other orders existed so that away if discovered, Palpatine could be like "Oh, that's just a security contingency, what if you had a rogue Jedi like Pong Krell and needed to order his troops to eliminate him? It's one of many, there's one that even gets rid of me! So, don't be paranoid!"
