Yeah it looks like they didn't want to replace the toilets but had them reglazed from blue to white to fit in with a bathroom remodel maybe. I prefer the blue myself.
My guess... bathrooms were remolded at some point and given tank wall toilets are quite a rarity (and probably not the easiest to uninstall/reinstall) they figured it would just be easier to have them reglazed to not look mismatched than have them replaced with AS Glenwalls.

Those bolts in the wall have to be mighty strong in order to support the weight of those bowls.😮
