It comes down to perspective. The closer the camera is to the athlete, the faster he will appear to move. The athlete himself sees himself moving quite fast. There is a simple explanation for this. Assume a 100 m track, and a camera a few meters up high following the athletes. From the perspective of the camera, the athlete is moving a few degrees every second. If the camera is even further, it can see more so the athlete is moving even less degrees per second. The nearer the camera is, the more degrees per second does the athlete appear to be moving, which is why cameras that focus really close actually show the truest speed.
