The property taxes increase based on the improvement value. For example, if ADU is $100,000, then the tax basis of the property will go up $100,000. I guess if you purchased your home for $100,000, and the ADU was $100,000, then your property taxes would double. I think that would be a very rare situation though.

Yes, ADUs are allowed in all area of California, but they do require a building permit.

This particular model cost $175k complete including the plans, permits, and construction.
