Do you need permits for this
Yes, ADUs are allowed in all area of California, but they do require a building permit.
Your property taxes will almost double after you add it.
The property taxes increase based on the improvement value. For example, if ADU is $100,000, then the tax basis of the property will go up $100,000. I guess if you purchased your home for $100,000, and the ADU was $100,000, then your property taxes would double. I think that would be a very rare situation though.
What is the difference in impact fees in the City of Los Angeles between an ADU that is 749 sqft and one that is 795 sqft?
The City of LA doesn't charge impact fees for ADUs. There is a slight increase in the permit cost for each sqft you build, but there are no impact fees.

Im not rich- heck i want this! Having good credit and being a property owner with space to add on is half the effort- then there’s contractor, architecture plans and the hard part is the permits, because city planning and codes are a pain. Its doable

THE HOUSE WASN'T DESIGNED THAT WQY.SO, I WENT UP . AFTER SHOOTING WATER ON THE ROOF.NOW,S=CARED TO LIVE HERE.TRIANGLE SUPPORT BEAMS , NOT CONNECTED. THE WOOD ON THE LEFT DOESN'T REACH THE OTHER SIDE. ALL THE NAILINGS ON ALL THE SUPPORTS,ARE EITHER MISSING ALL TOGETHER, OR THEYRE NOT MAKING FULL CONNECTION WITH THE INTENDED TARGET. (THE F'N HOUSE)YOU PUT A GOLF BALL ON THE KITCHEN FLOOR AND IT ROLLS AROUND THE HOUSE LIKE IT'S GOING THROUGHY A MAZE. LGI BUILT THIS HOUSE. ALL THE WINDOWS AND DOOR ARE SLANTED.OH. No, the city didn't require a grading plan. This project was in the City of LA and grading plans typically aren't required unless the project is on a designated hillside.
