I usually when I split up Germany I keep some of the bigger states from past while still adding something new like a central German union, or Holstein being independent, or Bavaria keeps Tyrol, stuff like that
You make another layer You drag it below the map You fill the outsides of the map with gray You go on the layer below You put the flag You merge the layers You make the rest of the area blank
