This is the same case with Sid and the toys: The dentist wouldn't know the fish has sentience especially if said father of the fish he took lost all of his family to a predatory barracuda.

He dared Mr. Incredible to kill her when he was told that his family was dead, and while he didn't do it, Syndrome instead mocked him for not accomplishing his threat due to "weakness". This pretty much turned Mirage against him, and definitely added to his defeat. Skinner...I would refuse to work with anyone with that name. :/ Case closed.
