Sir I think your are talking about Agricultural infrastructure development cess which is levied on petrol , diesel, apple and liquor. (Kindly note this extra cess is not related to health and well being part of the budget) If I am wrong than please correct me.

Sir u missed about the green tax which is to be paid if vehicle passes the fitness test after 20 years. And air pollution urban centres may be air pollution regulating centres which are to be built.
