Baby boomers, at least in the US, refers to the generation born after WW2 was over. All the servicemen came back and had children. It was a massive increase in population. Leading over time to most positions of authority/leadership being held by them.
People complaining about previous generations is less about a new generation, and more about having someone being less than them. Like saying; I know I wasn't great, but at least I'm better than these new generations who are morally questionable. Having someone to complain about and demonize makes your situation seem less bad. Calling someone a child when they clearly aren't or questioning their maturity is similar. Like saying millenials are lazy despite boomers having next to no technical knowledge or the desire to learn, it's a way to say I'm better than you. It wasn't millenials that developed the technology, it didn't appear from thin air. Giving generations a label means you can apply it to more and more people without bothering to get to know them as individuals with differing ideas and personal tastes.
