While I would agree on principle I ask how long before those on the civilian committee become groupies for the cops or worse the committee gets taken over by loons, be they right wing or lefties.
Where I live there is an independent body (they don't even share any police building) to investigate complaints against the police and their civilian employees, and I can assure you they are no friend to police, and NO police officer may take a complaint against a fellow officer or be involved in the investigation, in fact if they even tell the officer involved they received a complaint they could get prosecuted for attempting to pervert the course of justice. They must simply MUST ensure the complainant is given the information to contact the independent complaints body, or they too will suffer the consequences if they don't. You can even contact the body for complaints 24 / 7 and must be allowed to use a police phone if necessary. It's simply about openness and being fair to everyone. They do find that most complaints are simply spurious attempts to get off a charge or for bad manners, but the serious ones like assault or worse WILL result in court proceedings and officers have been convicted which results in dismissal..

Police officers filled out a false police report, and as a result made a false arrest . As a minimum that should result in disciplinary actions, and notification of all lawyers who have defended individuals who were accused by that officer. Even though there is a double standard, and if an officer is prosecuted for a false police report it is often only looked at as a misdemeanor, but when regular citizens lie to the police it can very easily be a felony. On the witness stand that police report would be considered felony perjury, as in lying that is material to the case.
Simply from this video, the chief of police has enough evidence to initiate an investigation of the officers. Their Internal Affairs division should aggressively follow through on this. Anybody who is reading this and who lives in that area, and who is aware of any criminal defense for DUI descendants lawyers that have dealt with these officers might want to notify them of this. The legal system looks very dimly at people who file false police reports, and every case please officers have been involved with can be re-examined.

There are news story after news story, of abuse, denial of service, assault and murder by police on anybody who dared be born with a disability. Its actually very disturbing and doesn't seem to get much attention at all. Why do police look down on the disabled and treat them as 'less than'? Police are not paid nor expect to take advantage of the some of the most vulnerable of our society. Shame on Tacoma Police for not making things right

Also, the deaf woman now has an arrest record, even though the charges were dropped. Don't get me wrong - I want this case to serve as an example to police when dealing with any disabled person. Yet, I feel this WASN'T about discrimination as much as it was about justifying the officer's incorrect actions... he drops her off at the jail and gets on home to dinner, not thinking of the larger picture - what it might mean to the (tax paying) public, who DO fund this whole operation...bear with me now: at the jail, the handling of a person (with rights,) was FURTHER made aggregious (once again - nobody thinking ahead, as to what a disabilities act violation might mean for the department AND the jail, let alone the court!) Think on this: from the moment she was detained, there was no interpreter. She WASN'T read her Miranda rights, and she didn't express she understood them. She was detained over Easter weekend without her rights being read to her and no idea what charges she possibly faced AND she was injured. That's enough indignity to lay on a person who CAN hear for a lifetime. Imagine how much worse it must feel to someone who was always deaf.

At the bottom of all these police brutality cases is the fearfulness of the officers. They use that to justify their overreactions. The obvious question is if they're so afraid of everything why are they police officers? They are in the wrong business. They should be store clerks or house painters or something. Lesson #1:
    *_NEVER CALL THE COPS!_*
3:42 "What? What have I done?"
    You got the COPS involved.
Koskvich should be prosecuted for falsifying a report. According to witnesses, he never put up his hand, he merely shouted *_AT A DEAF WOMAN!_* News flash, Officer. When talking to a deaf person, *_IT DOESN'T HELP TO YELL LOUDER!_*

Martin Niemöller: "First they came for the Communists
And I did not speak out
Because I was not a Communist
Then they came for the Socialists
And I did not speak out
Because I was not a Socialist

      Then they came for me
And there was no one left
      To speak out for me."
"Martin Niemöller was a German Lutheran pastor and theologian born in Lippstadt, Germany, in 1892. Niemöller was an anti-Communist and supported Adolf Hitler's rise to power at first. But when Hitler insisted on the supremacy of the state over religion, Niemöller became disillusioned. He became the leader of a group of German clergymen opposed to Hitler. In 1937 he was arrested and eventually confined in Sachsenhausen and Dachau. " en.wikipedia.org/wiki/First_they_came_...

Or was it when you left her in jail for 3 days and never provided her with an in interpreter? Or is it that you haven't exsponged this false arrest from her spotless record?

Our police department has experience dealing with deaf and hard of hearing, as our state's school for the deaf is located here, and they interact with deaf almost every day. Most departments are delighted to hire multi-lingual officers, but I'm guessing that knowledge of ASL isn't even thought of. With the number of deaf in this country, I'm truly surprised there aren't more stories like this on the news. I wonder why some simple signs can't be taught to officers while they're in training--the basic signs for "Hi, what's the problem?" and "I'm police, do you need help?" aren't that hard to learn--I started learning in my 40's and had no problem picking up the basics. These officers could learn a thing or two from my department, and SHOULD.

I learned from an officer (off the record) that you shouldn't give your name or description to the 911 dispatcher. It's counterintuitive, but if you are the victim and say "I'm a Hispanic female, wearing a blue blue shirt and tan pants" the responding officer might think that is the description of the person doing the crime. If you are the victim your first priority is to get to safety, catching the bad guy comes very much second.

The most I could find out is she basically lost her lawsuit. The jury did find they violated her rights (by arresting her without case) but only awarded her ….. $ 1.00 . Dunno if she appealed, but hope so because that's crazy unfair that she was in lockup - over Easter weekend no less! - without any ASL interpreter.
