As an O's fan, I find it fascinating that they went out and signed Tomoyuki Sugano. Yes, he's a bit long in the tooth, but he has been one of the best NPB hurlers for many years, and was outstanding this past season as well, but what really intrigues me is the thought that maybe, just maybe, they're using the signing to position themselves to have a better (though still admittedly slim) chance to reel in Roki Sasaki. As a young phenom in Japan, there's simply no way that Saski is ignorant about the legendary Sugano, so the Orioles have that talking point. Not to mention that Koby Perez, Baltimore's vice president of international scouting, said the Orioles will do their “due diligence” with the youngster. If nothing else, it will have the potential of spicing up the bidding war a bit, not that it needed much spicing up.
Cleveland’s rotation is not as stable as you think. McKenzie has been bad his last 2 years. Allen was home run prone last year and even struggled in triple AAA so neither of those guys are should start the year in the rotation ideally. They need one more starter and Bieber won’t be back for a while and there depth is not good at the moment.
I think your comments on the Orioles and the possibility of getting Dylan Cease are probably right. But 2025 with Cease would make the O's a real contender.
Braves will trade for a starter, ideally one with more than one year, but I wouldn't be shocked if they finally got Cease. Twins rotation is another team I'd like to see them target if Seattle is determined to get an MLB level bat back in a trade for Castillo.
CLE fan here. I disagree with you about the Guardians. Yes, they have enough warm bodies to fill out a rotation but there are question marks, particularly with guys like Tristan McKenzie and Logan Allen. Both of those guys spent most of this past season at AAA due to performance. Bieber is back but is still recovering from TJ so he probably won't be in the rotation until the 2nd half. Bibee is solid but hasn't quite established himself as a true ace (yet). Williams and Cantillo are talented but still unproven. Lively is what he is which is a back of the rotation starter. The acquisition of Ortiz helps but I'd still like to see one more pitcher if possible. There is too much uncertainty in this rotation and it's still vulnerable to injuries as it has been for the last few years.
Fellow CLE fan. I agree that we could use one more guy as a depth piece. Maybe an innings eater type. But I think there is a good chance we wouldn't look to spend for one. You might see a spring training invite to a down-on-his-luck vet type guy. Also Chris Antonetti talked in an SI interview the other day and said they were certainly counting on Allen and McKenzie to fill the rotation throughout the season. So it may just be we are gonna rely on the bullpen again and just wing it til Bieber 😅🤷🏻♂️ Im certainly sketched out...but in Antonetti we trust 🙏🏻
Also wanted to throw it out there that Jordan Montgomery (if the Diamondbacks were looking to eat like 8-10M and take some mid level prospects) wouldn't be the worst idea ever. 1 year rental and allows for future financial flexibility (which we love).
The team that needs to be added to this list is the Arizona Diamondbacks. Top offense and terrible pitching. Only one sub 4 era pitcher in the rotation with two over 6.

The NYY also needs another SP. Few of the NYY starter pitchers are not as reliable compared with other teams...
