"Bake" the headlights to get the glue softened and split them apart. That way you can clean them properly and reassemble. Will be a lot cheaper than trying to score replacement lights.
Probably goes without saying but all electrical connections need to be atleast cleaned or better yet replaced. wirestend to corrode where water has seaped in past connector, can be a nightmare to troubleshoot later

I just thought, dropping the fuel tank and inspect the pump and level float is the best thing, to clean it you could use e85 and shake it really well, rince and repeat. Water would mix with e85 and be removed then dry it. I know you won't forget the gearbox / axle as the breathers might have been underwater too. This car is well taken care of and loved. Fill that engine up with fresh oil, run it and get the oil HOT, 212°+ will boil the remaining moisture out if you can get it that hot. I clear blown head gaskets cars out at the shop this way after repairing them. Works well! Glad to see the car getting saved, these are the best detailing content because it’s such a drastic change start to finish
That is the most peaceful, tame, docile rust i've ever seen on a cappuccino. These things MELT and that rust is and easy easy fix compared to how bad they can get......ask me how I know :')
I will say, the best seat transformation I ever did was done gnarly cloth seats from a humid fl junk yard. I took the seat covers off, put them in my washing machine with woolite and a full cup of gain (smells awesome) and ran on hot, they came out looking absolutely perfect for a car from 1994. And I dryed in the dryer on low
im in western ky and the same system that flooded his cars flooded my civic i had to do the exact same thing take everything out of the interior clean, clean and clean again and reinstall. just got it finished
Don't forget to drain the diff and transmission. I'm sure water made it in through the vent hose. You can also remove the fuel feed hose and put it into a bucket and run the pump jumped to empty the tank and then fill the fuel tank and repeat. If not dropping tank is best way.

It's a unibody. That bonded panel is indeed structural.
Repairable yes. But a lot of work to do so 'properly'.

Wire wheel the scale rust off, rust converter, slop on a load of seam sealer, move on with life.

you could just confirm it by waiting long enough to where your car splits into two which doesnt require removing the floor carpets

If the ECU has been under dirty water, I would recommend putting it in an ultrasonic cleaner. Some local electronics repair shops can likely do that.
