Well its actualy ryoba's fault because she is the one kill the student in the bathroom with a knife. And now everyone knew ayano is ryoba's daughter because they thought she will kill them like her mother did.
If this behaviour is removed it will also solve a lot of menu saving bugs, as if the Teacher chaser ended when the fight ended or when she caught up and instead stopped them like the council, it would stop a lot of bugs.
This occurs since the counselor asked the members of the faculty and student council to tolerate the behavior of the delinquents for a period of 10 weeks to make them return to how they were before (before meeting Oka Ruto).

Actually i think this is because the counselor girl (forgot her name) told us the origins of the delinquents. And she mentioned that they would get bullied, but now she was a reason for their trauma so she doesn't allow anyone to even touch them. That is why even the teachers are not allowed to touch the delinquents.
