What might be more economical is diverting waters of several large lakes that have developed near the Aral Basin that developed as a result of irrigation runoff (the canals that the Communists constructed are very poor, losing more than half of their water by the time it reaches the cotton crops). This would also solve the South Aral problem - provided Uzbekistan complies.

What needs to be done is diversion of the 'Ob river, which flows to the Arctic anyway.
