The modern system as in having separate scores for technical execution, performance evaluation, and major deductions. In 2005, getting a perfect score just meant you got the top score from each individual judge, which is similar to getting a 60 in the technical execution portion of this year's scoring.
A perfect 100 is much less likely in the current scoring system because the judges rarely give perfect scores for the performance evaluations, and you'd have to get a perfect score in every category on top of a perfect technical execution score and no major deductions.

It's not TH-cam's fault for copyrighted stuff. First, there are rules regarding ownership of certain things that are being presented. For example, the music that is being used and the reason that you would be arrested for presenting information as if it were your own(plagiarism). Since this channel does not own that music, they are not allowed to present it.
