Environment variables are dynamic values which affect the processes or programs on a computer. They exist in every operating system, but types may vary. Environment variables can be created, edited, saved, and deleted and give information about the system behavior.

I assume the PATH environmanet variables are the really the mostly used ones, isn't it? Are there any other important ones?

yes. Path environment variables are the one we wanted to interact with sometime. Most of the programs ask whether you wanted to add it while installing it, so many people won't go edit the env. varialbles. Only few people touches these variables who knows what they are doing. Only pros go edit the envt. variables :)

Why it is not working on user variable even when you logged in as the same user?

Is there a way to not hardcode the path, but have an actual variable, like a value in a file? This would be useful to be able to change the version of something for a test (like Java for ex) on a machine that has the admin locked by the IT department. They said even if I would have to do this switch multiple times a day, I would have to create a ticket because new policy... Basically, it would be a manual path router, I would just need to edit the file when needed.

did you delete it for just one program? if so easy way - try to put it manually again - worst case re-install the program.
