I think Hex does scale well because it does double damage on inflicted characters. That’s why it seems to do so much damage late game when your SP attack is so high.
Gengar is good, it just has so many counters to it. And due to all these counters, it’s normally never played in tournaments and isn’t really considered op.
Dream eater is good when the enemy is mainly squishy pokemons and only have like 1 defs and 1 all rounder And Hex is good when the enemy team is mainly tankier pokemons you can really melt them down Both skill set have completely different purpose for me
Sadly right now Mimikyu does a better job than it and with this moveset you'll struggle if there's lot of CC. I think dream eater should have its nerfs reverted (range) and it needs some buffs for its passive and unite move.
The only problem with hex is higher skill ceiling so people keep missing shots but it is way better than trashy dream ball in team fights and works against defenders and all rounders better

It would be interesting to say have a freeze land and wigglituff and another pokemon that leaves burn damage with hex gengar, and see how that goes
