When the defensive player makes initial contact with the receiver, he leads with his shoulder initially. In 2023, the NFHS expanded the definition of a defenseless player. Part of the clarification stated a receiver is considered defenseless when he is forcefully contacted by an opponent and that contact is not an attempt to tackle by wrapping arm(s) around the receiver.

The case plays relevant to this play are listed here and indicate the penalty would be illegal shift because the back and QB were not set for one second after moving to a new position.
@@marcphillips2114 We had a similar play a few years ago by an Asheville area school that the R flagged for Illegal Motion as the QB appeared to still be moving forward at the snap.

At the 13:40 mark of the video where you are reviewing the 'trickery' play, what foul would you call? Illegal motion, illegal shift, or false start?
