When I was pulled over last, I gave them my license and insurance card through my cracked window and refused to answer questions. They asked if my dog in the truck was mine and if he was vaccinated. They gave up after they realized iwould not answer I kept silent after saying I'm not answering any questions so don't bother asking.

Aint that the truth. It is a bad circumstance. One of the reasons cops don't listen is that so many criminals have told lies, so when a non criminal attempts to explain, all information becomes useless. It is very sad and extremely scary that they have all that POWER.
Once he got the judgment, he or his attorneys should have recorded an Abstract of Judgment against all individuals found liable. That will keep them from selling or refinancing a home without paying the judgment. It may cause landlords not to rent to them. He could also grab their bank accounts and sell their homes to pay the judgment.
Well, that's a good idea. However, he didn't sue the po po individually. He sued the municipality and the powers that be. He would never have gotten much if he sued them cops. They don't make jack....States and towns in the US would rather go broke than to bring the hammer down on crooked cops.

It sounds like the first cop might've actually been trying to escalate the situation. She thinks he stole the car, waits for him to exit the vehicle before turning on her lights, and immediately ordered him to get back inside the car? It seems like she was HOPING he might've had a weapon or would attempt to flee from her.

I have had my home broken into several times, money stolen, flattened tired, secret spy camera into my home, my mail gone into. My husband inherited some money. I have called the cops several times and they have never come to see. A white ladies Christmas lights were stolen and they sent out three cars

Personally I am not making any judgement as to the motive of the cop, race influenced or not , it appears the courts did that , however in terms of violence , pointing guns at someone qualifies as a use of deadly force, and searching his car without permission or a warrant is a violation of his 4th amendment rights, which I as well as the supreme court view as abuse. Strip the cop of his protection, as for being treated like a victim [an evil person, a flight risk, a murderer, a child, molester, etc. something like that]. Example: if you happen to be a high-tech military officer, like those flying military combat aircraft. You are more than likely have been trained as to the treatment of a captured American. In other words, you take a class concerning military captured prisoners. This means you get to feel what it’s like to be on the other side, which the police officer does not get a chance to experience.
This is an example of why some people don't trust law enforcement. It's a shame because there are a lot of good honest law enforcement officers.
While this might be the case I believe 95% of the police are good reasonable officers and are here to protect and serve.

The stop was legit. After checking his paperwork, that is when it should have stopped. It could not be 'racial' at first. Only the subsequent actions could be.

What! He admitted that he was driving without his lights on, at night! That was what alerted the Officer. She called in to check the Plates and was (incorrectly told the vehicle was stolen. That's why she pulled him over. Not because of his race.
Listening to the transcript presented to us. Now, having checked the senior police officer had been informed that the vehicle had been reported as a stolen unit. What was the police officer to do,? confront the driver and check his details OR call back to dispatch and ask them to confirm (after checking the information,) before the aproach was made.This is a worrying trait of police go in with guns to the ready, and not let the subject speak as the only important one is the one in uniform.
