Sorry to say this, but your are repeating the same mistakes you made in the first part of this play. You are building over water which is resource intensive. You do not need to unlock dynamite to have irrigation, you can build a small 3x3 pond from 16 levies, and use stairs and fluid dump to have your irrigation. If you build this at the top of the hill it will irrigate all the land below. You should do this for wood growing as well as food growing. Also you can relocate your district center any place on the map by building a new one. It does not cost any resources. So you can move your colony closer to the edge of the map, say where metal is or when more land is available. It is much simpler to block off a crater and let it dry than build up platforms over water. As far as hard mode goes, this map is not that hard - there is a lot of water, it is just mixed with bad water. Once you figure out how to clean the water up, you can do whatever you like. Really hard maps are small maps with just few water sources, like diorama. No place to get water from so first bad tide will kill your colony if you are not prepared.
I like building over water. It was how i envisioned my settlement. It may not be efficient for you, but it is part of the challenge of bringing my vision of this map to life.
