For this type of work, a motor grader is useless, to push the material forward and level it, an excavator is necessary, or a bulldozer is the ideal machine and this work would have been done in half the time.
I feel like this was the only piece of equipment available or the only thing withing budget to rent. Generally these machines are more affordable to rent than a similar power bulldozer or loader. The bulldozer would need transported costing more in road taxs or transport fees. The wheel loader would have been ok but would also cost more to rent than the grader.

Should have drained the water first. Dug out the muck and then bridged soft ground if required before pushing the dirt on in 8" lifts. Compact each lift before adding the next. This "road" is temporary, whether or not they planned for it to be.

Every piece of equipment has advantages and disadvantages. An excavator would have made a jumbo mess out of this.

Yup, no consideration for drainage. Needs an 18" culvert minimum. Water is going to back up terribly. Hope they like mosquitos.
