The main reason is that LP turbine works at a low pressure (i.e 3.5 MPa to 4 MPa) compared to HP turbine (16 MPa to 17MPa).So when the pressure of stream decreases its volume will increase. Hence the size of LP turbine is bigger than HP turbine.
So that steam enthalpy mostly utilities during LP turbine.
