Definitely a PA-18. What makes it a PA-18 is where the wings mount. On J-3/PA-11, the forward spars meet in the centre. On a PA-18, they mount on the outside of the fuselage.

lots of the pa-11 top decks have been converted to pa-18 style but still have the 13 ribs

hello. is a PA 11 c. the fuselage was reinforced and I put a 150 hp lycoming 0-320 engine on it. build firewall and engine cowl like a PA 18.
