The pause (slowing down) has given them enough time to see that they have a green light & the trucks lane are not moving, so them going past the truck is a progressive move, but only at a low speed without them slowing down it could be classed as an aggressive move (not seeing the potential danger). So in a short answer version, its good to go past the truck as long as the truck isn't moving and your speed is reduced.
the 6:13 is that allowed to go around the truck or would it be better to wait for the traffic to progress?
