Been listening to Blink since '06. Neighborhoods should be realistically in the A or B column. It lacks the coherence and heart that their other albums have had. That said it still has some good songs, even if she falls, after midnight
I would have rated it the exact same way except I-Empire as S Tier. Sirens and Heaven are just too good. California just barely made a B in my opinion. They are the same song over and over. Fun for a listen or two then it's just bland.
The best song on the ablum is remember to forget me. On some emo shit. Nine is my favorite blink record ever. Even better than untitled and endma of the state

I-Empire is well above god tier if that's even possible. To this day, it's still my all-time favourite album and it will never be replaced.

one thing i do agree with you is that neighberhoods is one of blinks best album...but the other stuff is just all wrong in this list
